Moving to Luke AFB: how to decide where you will live before you report

On-base, rent, or buy: the four decisions in order, the gate and district for each West Valley city, and a dated plan from orders to keys.
You have orders to Luke and a report date. The housing decision has four parts, and the order you take them in matters: how long you expect to be at Luke, whether you own a home where you are now, whether you want on-base housing or the local market, and how you would finance a purchase if you buy. Answer those four in that order and the rest of this page fills itself in.
Should I take on-base housing, rent, or buy when I PCS to Luke AFB?
Family housing at Luke is privatized. Balfour Beatty Communities operates Luke Family Homes in two neighborhoods on base, Saguaro Manor north of Glendale Avenue and Ocotillo Manor south of it, in two, three, and four-bedroom plans. Air Force policy requires newly assigned members to check in with the Military Housing Office for counseling before signing any off-base lease or purchase contract, so the MHO is your first call whichever way you lean.

Before you compare rent or a payment against your allowance, get the current number from the source. BAH is set each calendar year and varies by pay grade and dependency status. Which Luke AFB gate serves each West Valley city, and how far is the drive?
Luke has three gates. The South Gate on Litchfield Road south of Glendale Avenue is open around the clock. The Lightning Gate on Litchfield Road north of Glendale Avenue is open 5 a.m. to 9 p.m. daily. The North Gate is open weekdays for morning entry and exit and afternoon exit only, and closes on weekends, holidays, and family days. Gate hours change; confirm on the base's gate status page before you rely on one.

Which school districts serve homes near Luke AFB?
Boundaries follow streets, not city limits, and listings get this wrong often enough that you should verify the address yourself with the district before you sign. The districts that serve the cities in the table above:
- Dysart Unified School District (K-12): all of El Mirage, almost all of Surprise, parts of Glendale and Youngtown. Luke Elementary School, on Dysart Road beside the base, is a Dysart school. dysart.org
- Litchfield Elementary School District (K-8): Litchfield Park and sections of Avondale, Goodyear, and Buckeye.
- Avondale Elementary School District (K-8): Avondale and parts of Goodyear.
- Liberty Elementary School District (K-8): parts of Goodyear and Buckeye.
- Agua Fria Union High School District (9-12): Goodyear, Buckeye, Avondale, Waddell, Litchfield Park; Litchfield and Avondale elementary districts feed into it.
- Buckeye Union High School District (9-12): Buckeye and part of Goodyear.
- Peoria Unified School District (K-12): Peoria and parts of Glendale and Surprise.
- Glendale Elementary School District and Glendale Union High School District: central Glendale.

Do this now: if a district matters to your search, get the address-level confirmation in writing from the district's enrollment office. Do not rely on a listing remark.
What does the Luke AFB noise contour mean for the home I pick?
Luke trains F-35 and F-16 pilots. Homes under or near the flight tracks sit inside published noise contours, and Arizona law requires sellers in those areas to disclose it. That disclosure affects resale, insurance conversations, and your own daily experience. How does a VA loan purchase work on a PCS timeline?
If you plan to use your VA home loan benefit, the sequence is fixed and each step has a lead time:
- Certificate of Eligibility. Request it from the VA before you talk to a lender. How to request a COE (opens in a new tab).
- Lender pre-approval. A VA-experienced lender reviews your COE, income, and credit and issues a pre-approval letter. Sellers in the West Valley expect one with any offer.
- Offer and contract. In Arizona, the contract sets an inspection period and a close date. A PCS report date usually drives the close date backward.
- VA appraisal. Ordered by the lender through the VA; it confirms value and the VA's minimum property requirements.
- Closing. If you are still at your losing station, closing can be done by mail or with a power of attorney; the title company and lender confirm what they accept.

Can I buy near Luke before my current home sells?
Often the harder half of a PCS is the home you are leaving. Three questions decide it:
- Do you need the equity from that home to buy here, or can you qualify carrying both?
- Would that home rent for enough to cover its full carrying cost, and do you want to be a remote landlord?
- If you used a VA loan on it, do you have remaining entitlement for a second VA loan here?
